Yep that’s someone who doesn’t know that you can enter the intersection to make a left turn when the light is green, ev en if you can’t make the turn yet (at least where I learned to drive), but if you don’t pull into the middle of the intersection then you have to wait.

No idea. I learned in NY, and there the rule was that one car, and only one car (note: it was never just one car) can enter the intersection to wait for it to clear and then proceed with their turn. This makes a lot of sense, since it means that even if the left turn lane is slow, you always get at least one car per light cycle through, and generally works well as long as people are not overly timid. It does feel like one of those things that could vary by state though.

Yeah I’m trying to research Michigan’s take on this, and as near as I can tell, MCL 257.649 is saying that one must stop at the stop line (or at least behind the crosswalk), yield to any right-of-way-bearing traffic, then proceed. I don’t see anything suggesting that one may enter the intersection before having an opportunity to actually clear it. I’ve always considered that to be “blocking the box”, regardless of whether cross traffic is actually present or not .

The only thing that remotely resembles “permission” to stop inside the intersection is the part about having to react to things like emergency vehicles, (who sometimes need to be allowed to run a red light), and “immediate hazards” (like red light runners and other idiot drivers).

Yeah, I think the idea is it’s not blocking the box because the traffic blocking you must leave the intersection (or they’d be blocking the box), so you’ll have a chance to go, as opposed to a situation where there’s not room to exit the intersection. Since lights have that brief time when the light is red in all directions, and cars from the side have to reach the middle before you are in the way , you should be able to move quickly and go, it’s really only a problem if someone runs the red, or if the left turner waits too long or doesn’t pull far enough into the intersection, making them cover a longer distance to get out of the way.

had a lady in an older Outback do that to me today, maybe not quite as bad - just wasn’t paying attention then “uh oh! uh... I’ll just slowly glide through the intersection and maybe nobody will notice...”

There is certainly a “not hurting anybody” argument to be made here in favor of left-turning traffic entering the intersection early, given that cross traffic is prohibited from crossing during their red light anyway. But I still don’t like it for a couple of reasons:

1) If an emergency vehicle comes along, with a valid reason to run the red, the left-turner would be blocking the box, and it’s an unnecessary obstacle for them to have to deal with.

2) Visibility. I’ve found that if I pull into the intersection, and the oncoming left-turner across the intersection from me also pulls into the intersection, we reduce one another’s view of oncoming traffic to a significant degree.   It’s much easier to see around each other to see if it’s safe, if we both hang back a bit, and the stop line/crosswalk happens to be the perfect spot for that.

I’m used to the left turn after red, it’s the usual here in LA. I don’t even bat an eye if it’s done with haste and completed before opposing traffic has a chance to move. I know I’ve done it plenty of times as its the only way to get around sometimes. But this was next level since my light was already green, I waited a second in case there were light runners, and then after I’m already going this idiot then decides it's time to go. My favorite part is she gave me a gesture of "hold on a minute" like it was something normal to do and I was in a rush or something by honking.

I'm sure she would have ran into me if I didn't stop and then had the nerve to call me out for it. But I'm not dealing with dumb people on that level, I don't need the insurance headache and I like my car too much. I could have probably also made it through the light before she even got there if I went for it, that's how damn late she was.
